Dodgson was the leader of a fringe militia group in British Columbia when the Canadian government was overthrown during the lizard hunt.  Dodgson consolidated power in the ensuing confusion and declared himself the Premier of Vancouver.  He became the most influential figure west of Calgary.

In 2054, facing the fear of an invasion from the Republic of California which would have been welcomed by a sizable number of his subjects, Dodgson negotiated integrating Vancouver into California.  During the final stages of the integration, six year old Merideth Quinn killed him after witnessing his behavior with a young girl.
