Fukada Nokatomi grew up in a Japanese family in a Filipino world in "Litle Manila" in the Woodside neighborhood of Queens New York.  Her father, Minoru Nokatomi was a junior architect at Fox Designs who never made a name for himself.  Any work of substance which he created was appropriated by his manager.  His greatest work was in the support work he did on Century Tower in Woodside which towered over "Little Manila" to its north.  Fukada's mother, Yuki Nokatomi, was a photographer.  Her artistic works were never well received.  While she worked at a local art gallery, the owner allowed her to maintain a small display of her work, although it did not sell.  The building which housed the gallery was torn down to make was for Century Tower.  Yuki Nokatomi then worked as a commercial photographer mainly for a firm which sold stock footage, and also from time to time for Fox Designs.  Fukada was a middle child with an older brother and a younger sister.

After graduating from the State University of New York, Fukada worked maintaining environmental systems at Laguardia Airport.  At the end of 2017, she accepted a job at Denver International Airport, but her beacon implant was activated before she relocated and she instead moved to Florida's Space Coast to work at the Hoagland Institute.  She was assigned to the stasis containment center at the Institute's Merritt Island facility where she was John Romano's assistant.

When the Hoagland Institute relocated to Barrett Base, Stasis Containment, Fukada and Romano were left in Merritt Island due to space and energy requirements.  It was not moved until 2034.  At that time, Romano resigned and Fukada managed the new facility within the Rowland Crater.
