Sean was the oldest of two sons born to Stephen Quinn (1955-2016) and Rose Buyer (1955-2020). His brother Caleb Quinn (1978-2036) was a public utility worker in Los Angeles. Sean dated Christine Toomey in high school. Their son Andrew was born in 1992 while Sean was a sophomore and Christine a freshman. Sean and Christine married one year later. Animosities arose between the Quinn and Toomey families.
When Sean graduated from high school in 1994, he was married to a woman still attending school, and the father of a toddler with another child on the way. He was hired to work in the mailroom at Raytheon. Three and a half years later, his ambition and intelligence caught the attention of management who moved him into a junior sales position. He did exceptionally well and was given a series of promotions moving him from consumer products to military hardware in 2002. He soon found that his advancement opportunities were limited without his taking time out from work to earn a college degree. In 2006, he found a financial backer and formed his own company acting as an intermediary arms merchant.
Hoagland Institute employee Melissa Teague (TS#2001070318) was positioned to be hired as Sean Quinn’s assistant to facilitate arms transfers the Institute required. In 2006, Sean began a long term romantic relationship with Teague, and Christine, already a heavy drinker, sought counseling for alcoholism. Sean and Christine divorced in 2009.
