Vivian Oliveira was an only child who grew up in an upper middle-class family in Nassau, the Bahamas. Her father was on the board which oversaw port facilities throughout New Providence and her mother was a prominent physician. The Bahamas were generally considered to be only mildly affected by the worldwide DeMarco Nanite Virus pandemic. The economy remained open, and schools did not close. Although global tourism collapsed, the Bahamas, as one of the few open economies, became a prime destination for the wealthy. After the global pandemic was declared to have ended, the Bahamas was the only Caribbean government to have avoided collapse.
Vivian was able to complete her secondary education within the traditional school system completing her BGCSE early while she was fifteen. After completing her undergraduate degree at the University of the Bahamas, went to New York at age twenty to attend Columbia University where she earned a graduate degree in Public Administration. After returning to the Bahamas, Vivian was named Deputy Director of the Department of Tourism. Two years later, she became the Director of that department.
In 2041, when a nanite variant caused "the withering" to spread through the Bahamas, one third of the male population perished. The Bahamas, which had, in recent years, the highest fertility level in the western hemisphere and still barely maintained a replacement birthrate, suddenly saw its birthrate plummet. Vivian was named Emergency Director of Reproductive Balance. She held that position until 2050 when she became a member of Parliament. In 2062, she was chosen to join the Majestic Twelve.
