Juanita Marin grew up the daughter of a timid mother and an angry alcoholic father.  She watched as her mother repeatedly refused to press charges when the Hernando Couty Sheriff's Department visited their home for reports of domestic disturbances.  After the fall of the United States of America, she saw the national government of the Free State of Florida struggle to fund services which could have helped her mother.

Juanita went to work at the Tampa Police Department upon graduating from the nationalized police academy in 2042.  She took the Sargeant's exam in 2044.  In 2046, she left to work for the Florida Department of Procreation Enforcement where she was assigned to work under Lieutenant Brian Streeter.  In 2048, she took the Lieutenant's exam and replaced Streeter three months later.  She left the department in 2059, with the highest lethal interaction rate in the nation, and took a position in the Miami Homicide Department.  In 2070, she was placed in charge of the department.

In 2076, she was hired by the O.G.A. as an operative and assigned to work under Morris Fletcher.  She was dismissed the same year after the atrocities committed in the Islamic slum of Mars.  Her wife, Brie Knolpe used her connections to help Juanita secure the position overseeing security for the Sapphic Political Party of the Free State of Florida.

In the 2076 National Governor's race none of the five leading candidates received a large enough number of votes to be declared the victor sending race to a special session of the National Assembly. After thirty ballots a compromise was reached which named Lacy Rose of the Sapphic Party the new National Governor.  With no Sapphic Party members having held national administrative roles, Rose had difficulty filling positions in her administration.  Juanita was named National Minister of War.
