Samuel was the son of well-to-do Jamaican nationals, Michael Rouche and Merlene (Blake) Rouche, who moved to Hamburg Germany early in 1996 pursuing an opportunity with Michael's employer, a large multi-national firm which was headquartered in Hamburg. Both of Samuel's parents filed to become permanent German residents so when Samuel was born, he was a German citizen.
Samuel grew up in a family that was rising economically, but he always found himself an outsider. Those who thought themselves the most welcoming to him, appeared to treat him as if their acceptance of him was a favor bestowed on him rather than something he deserved innately.
Samuel cobbled together the financing to begin acquiring struggling local firms which he combined together to form what became the original Rouche Corporation. As he routinely bought and sold components of him company, Rouche was primarily a financial holding company.
After the Great Hajra which followed the al-Haraq of 2035, Samuel began selling off his European assets and investing heavily in the New American Union. He moved to New York City, the capital of the N.A.U. in 2037. His father was by killed by a group of armed thugs during the German political collapse of 2032 and his mother remained in German until perishing in the Hamburg Nuclear Detonation of 2041 during the Nar Nahaeiya.
While attending a New Union Day party in February of 2042, Samuel met Aurora Fuentes who was, at the time, dating an armaments manufacturer. One month later, Rouche and Fuentes were married. In May of the same year, Samuel made plans to acquire Amore Foods which he felt would become the cornerstone of the Rouche Corporation. Aurora convinced him to stop at Luna on the way to Mars and, while there, served him with divorce papers. She won ownership of all of his N.A.U. properties. With Germany in a constant state of political upheaval and himself an outsider as a Jamaican with German citizenship, his attempts to contest the settlement in N.A.U. courts went nowhere.
Samuel liquidated his remaining European assets to complete the purchase of Amore Foods but lawsuits against the company began coming in later that year. He quickly found that in the sale, he had signed away any liability on the part of former board members. The company went into bankruptcy that year.
The following year, the former board members, joined by Aurora Fuentes who know own Rouche's former pharmaceuticals plants as well as his patents, bought out much of Amore's assets as well as the Rouche name. They hired out-of-office Free State of Florida politician Lacy Rose to negotiate the deal. This became the new Rouche Corporation which went on to greatly influence the twenty-second and twenty-third centuries.
Samuel briefly dated Lillian May of the Hoagland Institute, but the two broke up when she led the original expedition to develop Proxima Centauri. He died on Luna, penniless and alone.
