Tobias'’s father, Haywood Williams (1934-2025) had been a member of Majestic 12 since 1970 and up until his death in a terroristic attack. He sat on the board of directors for three fortune 500 companies. His mother, Constance (Van Buren) Williams (1970-2087) came from a well to do family and was a stay-at-home wife and mother.  Tobias had a sister Francine who was a CIA station chief in the Balkan region.  After Tobias' mother's death, his father remarried and he has a half sister, Stephanie Williams who was Chief Information Officer at the Hoagland Institute.

Tobias served in the United States House of Representatives representing a district on Manhattan's upper west side from 2010 until the collapse of the United States in 2031.  

When Haywood Williams was killed, along with two other members of the Majestic Twelve in 2025, Tobias was named to fill his father's seat.
