Stephanie’s father, Haywood Williams (1934-2025) had been a member of Majestic 12 since 1970 and up until his death in a terroristic attack. He sat on the board of directors for three fortune 500 companies. Her mother, Constance, Van Buren (1970-2087) was founding president of four local civic organizations and taught kick boxing and pole dancing to select students until well into her seventies. Stephanie had a half-brother twenty-five years her senior who is served in the U. S. House of Representatives from 2010 until 2031, and a half sister twenty years her senior who worked as a C.I.A. station chief in a Balkan country.
Stephanie grew up in a penthouse on the Upper West Side of Manhattan and attended the prestigious Birch Wathen Lenox School. She was the top of class every year in both lower and upper schools and became proficient in Spanish, French and Japanese. The school did not teach Cantonese, so she learned it independently. She was on both the squash and swim teams and was asked to captain each team but declined as it might interfere with her scholastics. For her community service requirement, she founded a homeless shelter and created and sold a series of phone apps to fund it.
Stephanie was studied almost from the moment of conception, and her first augmentation was performed in uteri. A H.E.R. score could only be roughly estimated in a fetal form but was roughly estimated to be 1.092. She was given slow progression genetic modifications every two years through 2016. For a full list of the recorded H.E.R.’s, see below. Unlike other subjects, she was fully aware of her evaluations and augmentations and looked forward to them. Her first eleven augmentations occurred on the orbital platform, her twelfth at the Homestead facility and her final at the Merritt Island laboratory. She became one of the highest rated augments in the project.
In 2010, Stephanie moved to Pittsburgh where she earned her baccalaureate and master’s degree at Carnegie Mellon University. During her last two years while working on her master’s degree, she began doing outside contractor work for the U. S. Department of Agriculture in its computer information management department. Her had an interest in pursuing a Doctoral Degree focused on A.I. systems integration, but was called upon by the Hoagland Institute. Upon graduation, she immediately took the position of Chief Information and Technology Officer at the Hoagland Institute.
In July 2022, Stephanie underwent a full synthetic implantation using the new Lacroix procedure.
Stephanie was responsible for having placed the back door access into government systems Hoagland used. Her duties include oversight of all computer and data systems not including final A.I. programming. In the event of a catastrophic event and the loss of the Director, she was authorized to oversee all department heads and report directly to the Council of Nine. She was compensated with an annual salary of $520,000
