When Republic of California President Casey Quinn decided to have children, she used her clandestine access into the Hoagland Institute's data bank to find a genetically suitable father which she found in John Romano the Second.  Four months after the birth of Merideth and her twin brother Scott, Casey Quinn had the father shot.  The twins were led to believe that shadow forces within the Institute had been responsible for their father's death.  Merideth is a fourth generation augment on her mother's side and a third generation augment on her father's side.

Merideth was known to have very highly developed genetic abilities.  These were made apparent on her third birthday when she boiled the brain of the Premier of Vancouver, Charles Dodgson, a known pedophile.  Sic years later, she caused brain seizures in a group of students at California's National Secondary School.  When she was twelve, she began being tutored by Olena "Oaklyn" Bayer in the targeted control of her telekinetic powers.
